If you are bidding on a suite, you will hear a few days before your cruise (cut off is 48 hours). Other rooms may be accepted sooner if there is sufficient inventory to fill the upgrade request. For example, if your bid is higher than average I assume NCL will accept your bid (lock it in) sooner, rather than later. If your bid is low, they'll wait as long as they can for higher bids.
