Points are awarded after the completion of the cruise, so your next level will apply on the cruise after the one you crossed the threshold.

Yes, same as my experience. But if you are on a Back-2-Back cruise you wont have to wait, rep on the ship will help get your new benefits and change cruise card to new level...
