Zone Numbers

To just expand on the order of arrival answer...

In some homeports if you are going to be waiting to board your zone number is issued as you walk in the terminal doors, at others it is issued as you finish the security check, and at the rest it is issued when you finish the check-in process.

So moral of the story the faster the people in front of you and yourself can complete each portion of the check-in the lower the zone number you should get, if your check-in appointment is prior to boarding time.

Zone numbers are given when the ship is not ready to board. So if you arrive after boarding has started you might not even be given a zone

As long as there are people waiting in the port building to embark, Zone Cards will be handed out.

It doesn't matter if boarding has started.

Think of it this way: Like you say, boarding has begun. Zone number 15 is being called. There are still people holding zone numbers 16-25. Anyone checking in will receive a zone card until there are no more people waiting.
