It's been much longer than that since smoking was prohibited on the promenade. 
There is a smoking section near the Sea View pool, but side of the ship can vary. 

The smoking areas of the various ships are posted in the smoking thread dedicated to discussions of smoking. It is a sticky at the top of the forum. You may want to check it.

NO.  Smoking is limited to aft Lido Deck (only one side, I think starboard) and the casino; however, on the Pinnacle Class ships, some nights are smoke-free in the casino.  Whether this has to do with the smoke drifting downstairs to Music Walk is unknown.  But some nights are definitely designated as "smoke free" in the casino.

Post cruise follow up: I LOVED our Lanai on Ms Amsterdam cabin 3334. I feared being a lanai, 3 down from the Atrium and across from the laundry- would be noisy --it was QUIET.

We had no problems with privacy, though we usually closed our thick privacy curtains at night.

The only time we had any amount of 'walking traffic' past our reserved lounge chairs that was of any concern was during the Panama Canal full transit, and then we all were walking around, transmitting what was happening- a positive experience from pre-dawn to sunset when we exited the canal.

We loved being able to step outside in seconds and watch "up close" action aside the boat as soon as it was announced or we caught sight of something interesting. We saw  whale spouts and dolphins almost on our level- while eating our in-room breakfast.

Can't say enough about our Lanai experince.
