I recently phoned Carnival to get 2 reservations linked. I couldn't get this done on my 1st phone call since I only had both booking #s. I was told to call back with the 2nd booking # PIN, and then it worked.

 

I'm guessing this variation has to do with who you talk to - some agents can do it with just both booking numbers and others will require the PIN # as well. Typical of any cruise line, the answer depends on the agent you talk to.
