Not surprised. Brother received only 2 cups even though they purchased 2 packages while staying in Boardwalk Cabin on Allure

We were on a B2B on Navigator a couple of months ago.  Got two cups on first cruise and then four more on the second cruise.  Steward said that when he went to put new cups in cabin that room service had already put two there.  Cups from the first cruise continued to work for the second cruise (cups generally work for 14 days once used at Freestyle machine).  When you fill at a bar they generally look at your card for the first few times until they remember you have a package.
