The parachute was required to meet the FAA spin recovery requirements because the wing is a terrible design... As a side effect is is sometimes useful for other things... While it was a serious situation for the crew and the people being rescued, it wasn't that serious for the passengers, so limiting the PA system to only announcements about the rescue, while of great interest to some passengers, I will bet that there were some who didn't really care, so the art auction may have been of interest to them, since there was nothing they could do about the rescue. The Captain had other means of communicating with the crew regarding the rescue, and his addresses to the passengers was really a distraction from the situation.
