Can't send a personal message

I can't send a personal message.  My account says I have no restrictions and my profile is 100% complete.  When I try to send a personal message it says I am allowed to send ZERO messages a day.  How can I get this changed?

There is no facility for private messaging within Cruise Critic. There never has been. The new software has it, but it is not enabled.
