Most international allow ANY locks, so TSA would be fine as another reply noted, no special access required or used generally.

Luggage locks are a waste of time if your suitcase as a zipper.  They can be defeated with an ink pen.  You simply press the tip of the pen into the teeth of the zipper forcing them apart. The zipper can then be undone completely. Even worse, once the crook is done rummaging through your stuff they can zip the suitcase back closed without leaving a trace.

 

TSA keys for TSA locks have also been counterfeited and can be made with a 3D printer.

 

You may not know about this, but be assured the crooks do.  Always keep valuables in your carry on.
