I've thoroughly researched this matter, since we also were planned to dock at 12, with an overnight in HB.

ALL the tours leave by 11AM for the day. The only options were a ship tour or a very expensive private tour.

We very much enjoyed doing the HB tour the second day, 7 hours of pure delight.

We choose not to travel to Hanoi, though.
