That’s my experience as well with bookings done direct with Royal but I never see a Vancouver charge on any purchase including cruise planner purchases or refunds on my TA bookings.. there are other similar peculiarities regarding reservation numbers and what country they are booked in that I have come across in dealing with clients from the US.
