Trying to understand Voom surf and stream

I am seeing sale for $$13.99 for one device per adult or $22.79 for two devices per adult.  Does this mean one adult an have two devices going at the same time so two adults could be on at the same time?

 

Also my sitter sends text videos.  Can I sign on using the code and then sign out and another person can sign on.  First time sailing on Royal Caribbean in years so this is so confusing.

 

Also I signed up for three night dining package and it asked the time for the first reservation but not which restaurant.  Can you choose in advance?
