Carnival Excursion for kids confusion

I'm looking at this excursion for Cabo San Lucas, and it says kids under 5 are free. When I click to add it into the cart it says that the 5 year old is too young- the minimum age is 5? Why say kids under 5 are free if they're not allowed? Normally on boat excursions there's just an infant price.

Link takes me to this excursion. Shows kids 3-12 are $59.99 for me

That is all kinds of confusing.

 

Maybe certain activities included have a minimum age? like the below 5yo can't snorkel?

 

3-12 = $59.99 but 5 is minimum age?

under 2 you don't need a ticket but 5 is minimum age?

also in the notes section is says 5 and under = free  so that contradicts the price menu 

 

Edit:

after reading the notes the  minimum is 5 for snorkeling

still doesn't explain the price contradictions

If I try to add it to the cart it won't let me because the little one isn't 5.

We have had this confusion also 8 years. I quick call fixed it.
