How Targeted are Emailed Sales?

I recently posted on a board about a sale ending 2/29/20. My sale was for a drastically reduced price. But the other one on the thread was the BSE sale also ending on 2/29/20. Got me to wondering how many 'target audience' sales run concurrently.

Public sales are open to everyone. Freely listed on the website with booking codes.

 

Targeted sale codes are limited only to the people who were offered that directly...and nobody but the marketing department knows how many of those are offered at any one time.  
 

eta-I saw your earlier posts. And the confusion. Your 1/3 off sale offer is not part of the BSE. This is an entirely separate offer to you and the only ones who can correctly discuss it with you must also have the same offer and can read and see the limitations. There are a lot of these at any one time.
