I don't understand how sometimes Canadians can enter and sometimes not.....the only reason I ever get is for legality reasons. What does that mean? Why could we enter in the last contest they had but not this one?

Every contest I've seen that Canadians are also allowed to enter requires that a potential Canadian winner be able to solve a game of skill (math challenge), so I'm guessing there is some kind of law that disallows contests where the winner is selected purely by chance.
