I checked on flights from my hometown to Halifax. It required two stops and 10 hours to get there for the dates I checked. We can fly to Quebec in less than half the time with just one stop for half the price.

And this is why the cruise lines wouldn't even consider it.  No one wants to take 2 or 3 expensive flights and spend a whole day of travel to get to a home port for a cruise.

We did a Can-NE cruise on Celebrity's Summit a few years ago.  It left out of Cape Liberty across from Manhattan and was a wonderful cruise.  But Cape Liberty wasn't particularly "handy."  We never fly in the day of a cruise so when we sailed out of C.L., we spent a few days in Manhattan pre-cruise.  Shared a private car service with another couple on our cruise.  Not exactly handy when one does this, although the capt. did sail up the Hudson a bit for good views/photo ops.  The bottom line:  if sailing out of NJ isn't particularly handy, then sailing out of Halifax would be even less so as other posters have said.
