shore excursion required to go ashore?

We don’t know.

 

The cruise lines don’t know.

 

What may be required in one country, as a condition of entry, may be very different from that in a different country. One size fits all will definitely not be the case.
 

Come back in a year, maybe then we’ll have a bit more information on the topic.

I do not think anyone know at this  point

 I know  back in 20202 I saw  a interview with FDR & he said  at least for 2 mths after sailing begins   then it would depend on the circumstances  at the time

 But until the ships are sailing again   who knowa
