Carnival is just charging a premium? For the same inside room on the same deck as me for my August 21st sailing the price is dam near $600-700 more. I guess I am glad I got my B2B booked in the middle of this disaster more then like a year ago it feels like.

People who had cruises cancelled have to rebook something. The $600 OBC expires in a year and a half or so.

They 'expire' 6 months from now. The current final date to use them is Dec 31, 2021 for cruises through to Sept 30, 2023.

Why are there no roll calls for the Mardi Gras?

Yes, they have to book within six months, but can book something much further out if they like, as you note through Fall 2023.  The OP was noting their upcoming cruise in August is much higher in price - which makes sense, lots of people with a pent up desire to cruise are now jumping on what cabins are left for near-term sailings.
