Is it only the EX category that does not include beverage package? Is X category The minimum balcony cabin that includes beverage package? And are gratuities included with them all too? Most room rates now include gratuities, classic drink package, and surf wifi. This is what they call "Always Included" rate. 2. Exception is when you are booking for trips within 90 days of the embarkation. They will offer lower rate that will clearly indicate that the rate is for room only. (usually has the word Guarantee Room in the room rate and the room assignment cannot be made at the time of the reservation). Additionally, you should also shop for rates with TAs. There are plenty of cruises within 90 days that don't offer this, and there are many cruises much farther out than 90 days that do offer it. Others have also noted that these rates are not significantly discounted from the Always Included rates, so it may be better to accept AI and get the desired cabin rather than a guarantee room, IMHO.
