This info is available on many platforms. But what does the SECOND letter mean and other than VH is lowest and VA is highest. WHAT do those letter SPECIFICALLY stand for?

They don't 'specifically' stand for anything.  It is for categorization. They used from A - H.  They could just as easily have use numerics 1 - 8. Or any combination.

Welcome to Cruise Critic!

They mean nothing other than a vague "desirability". And HAL has a history of changing the second letter so that they can give guarantees a room that is obviously less desirable, but has a lower alphabet designation. In fact the "Q" second letter for "Spa" designation rooms, used to be the lowest and last filled cabins! Marketing!!!
