Cruise Deposit and Outstanding Balance — FCC Question

Is the $500 deposit applied to the cruise fare only or does it apply to taxes/port fees?  We have a bunch of FCCs from cancelled cruises and I’m trying to figure out how to allocate them to existing cruises.

 

Because of “promotions” like 60% off second person, my husbands fare is very low and mine is very high.  If the deposit was applied to fare only and I can’t apply FCCs to taxes and fees, it’s going to be difficult to use all of my husbands Fccs.

 

Or do I have this all wrong and FCCS can be used to cover the taxes and fees on final payment?  Sorry so convoluted…

Royal does not make that clear on their web site and when you talk with support they don't provide confidence that this is possible.
