I had booked Seashore with 5+15 All in, but when the Labor Day Sale was going on, it was still 5+15, but included an extra $200 OBC.  So far, that's been the best deal by far.

No the OBC is not for new bookings only it’s part of the 5%+15% promo as is double points. 
When they adjusted my already booked cruise to give me the extra 15% off they also issued me 2 more $50 OBC.

Silver and above VC members receive
