with the cdc conditional sail extended are transatlantic sailings allowed or will the getaway sailing in December be cancelled?

I can't say for sure if your December NCL sailing is on, but I know that there's a Holland America (HAL) transatlantic going on right now, on the "Rotterdam" ship. It left Amsterdam on October 20 and will arrive in Ft. Lauderdale on November 3. It complies with all the CDC regulations.

From what I'm reading, the CDC is only making recommendations.

Yes, longer cruises (14 Day or more) are being allowed.  CDC extended until the middle of January and makes recommendations after that (that however could change).
