Arrival times in NYC

How strict are the arrival times in NY?  Everything I have read says that if you arrive early, you will be asked to leave until your time.  But also, if you miss your covid test time, you will have to pay for it?  I booked last minute and have a 1pm boarding time.  Leaving from a hotel not far from the pier.  What happens if I show up early?  I'm not sure when I really need to be there.

First, I assume from the question that you are sailing in the next month, because NCL is discontinuing testing after that. 
 

whether you get in early or not is totally dependent upon the shore agent personnel working that day. Just show up and see what happens.
