Europe 2022 - Are we allowed to tour ports on our own?

Hello, we have booked a cruise on the Meraviglia in August this summer with our family. We were planning to do our shore excursions on our own at the various ports. If we need to do tours with the cruise line, it is going to be a very expensive proposition (there are 7 of us). I've seen something saying that as of March 2022 we may be able to leave the ship on our own if we are vaccinated. Is that what everyone is expecting for this summer, or is it just too early to know?

I would say that it's too early to know.  I would even be surprised if there are bookings available yet for cruise tours.  We were told that due to the ever fluctuating situation that European tours would only show 30 days in advance.
