Did your sister mention if the form was included as part of the check-in, or did she have to obtain it first and attach it when she checked in? There are exemptions to the entry ban. For example, if you come from a safe country, or you have a proof of vaccination or proof of recovery that meets the requirements. If you are travelling by air, you do not need a health declaration form if your plane lands after 00.01 on 20 April 2022.
