As others have stated, at check-in. Not sure if it makes a huge difference, though. On my cruise last week, nobody was enforcing check-in times (as far as I could tell, anyway.) Not sure if others have had a different experience recently?

So,,, remember that check-in opens exactly 21 days prior to departure NCL time. E.g., 12 midnight Miami (Eastern Time). Arrival times are first-come-first-serve. You need your passport number/expiration date, emergency contact name and phone number, credit card, and photo to upload available to check in. You also have to watch to Muster Video once for each person in your group (uggg).
