So guest 1 pays 100%, guest 2 pays 25%, guest 3 pays 100% and guest 4 pays 25%.

 

Would this not work out the same as getting 2 rooms with only 2 people in each room? 

 

Why would 4 people want to be in the same room if there is no monetary benefit?

 

Am I missing something here?

Guests 3 and 4 do not pay the same rate as 1 and 2.
