Masks are still required in all airports in Canada, and on flights to or within Canada, per Transport Canada. (So if you're on a flight from the US to Canada, you must be masked for the entire flight.)

What is required and what is the reality can be vastly different. When flying domestically a couple of months ago you would not have known that masks were required. There were almost as many without them as with them in the airport in YYZ and YYC.  On the planes, many were not wearing masks but i suspect they were using the active eating or drinking loophole as an excuse.  I didn't see any actions being taken by either the flight attendants or desk agents as i am sure they are just tired or terrified of being attacked for doing their job.
