Shore excursions - does sold out really mean sold out?

Hi all, 

 

I’m going on Voyager to Canada/New England on October 23. I am late to the game of shore excursions since I have been busy with something else for the past 6 weeks. Well of course the majority of Royal Caribbean shore excursions are shown as sold out and slim pickings are left. Not sure how Royal handles this. Are they really sold out or will more slots open up once I’m on board? Trying to plan this cruise now.

Thought so, I know a certain cruise line limits what specialty dining can be booked in advance and then spots open up when on board. Didn’t know if this was a similar thing with Royal, but for excursions.
