If you often change your time, why make a reservation to begin with? Maybe they are sick of people  making  reservations. They hold a table then they do not show up. Someone else that is waiting could have been seated at the table. I think it's a great idea to charge $10.00.

I usually book early dining .. When booking select ; if I was going to change my plan I would notify the dining room as I have done in the past .

When you make a reservation for Select Dining they don’t actually hold you a specific table for that specific time, they just seat you in the next available table at that time. If you show up at the start of dining you’ll be seated quickly, if you show up before the tables turn over you’ll have a wait, reservation or not. YMMV
