Royal Up bidding questions-double occupancy

I'm in the process of doing a RoyalUp bid for a Jr. Suite. 3 of us are sailing on Symphony. The line when I go to confirm & enter form of payment shows "double occupancy". Is that only because it only charges for 2 people for the upgrade, but Royal knows I would need a 3 person cabin if upgraded?

All three people will move but you only pay the bid for the first two.  Same for 4 person cabin.
