We are doing excursions on other ports so on a budget. We would like to see the 7 colors lagoon. We are on MSC Meraviglia and we will be at Costa Maya from 8:00 a.m to 6:00 p.m. Are there taxis that we can take to Bacalar and the rent a boat or kayaks when we are there?

But it's an hour and 40 minute + taxi ride.  And you'll need to make sure you have a return ride.   Fare is around $30 each way, but you'll need to tip big.  And double check with more than 1 driver to get a good rate.  A shared minivan would be a bit cheaper.

absolutely doable as DIY. Go outside and negotiate strong with a taxi drivers. There is usually one guy who speaks better english and he will try to get his 10-20 bucks out of the deal. $100-120 dollars would be a ok price for the entire trip back and forth and wait time there. There is a ton of spots along the lagoon where you can negotiate a lancha tour around the lake if you wish. We like the place called Cocalitos. Clean and safe. Make sure you buy pineapple on your way there. Best fruit you can get. Pineapple honey is also pretty good.
