Yes it includes Social (mid-level) plan for first two passengers in the room. One device at a time per person, but you can log one out to use another.

If your other device in your party is connected to the internet, when you connect to internet in the Navigator App, it will asks if you want to disconnect the other user in order for your device to connect.  I found that feature handy because it didn't just automatically disconnect the other device without notice.
