Understand the availability of stateroom types is just as important as the bid amount.  It would appear ships follow either the OLD bidding system which gives you zero bidding details and the NEW bidding system which will let you know if you're the highest bidder and if you're outbid

 

This should give you a better idea about the process

We have bid successfully on upgrades from Royal Suite to Penthouse multiple times. Of course, most times a Penthouse do not become available for upgrades.

 

We have won an upgrade bid to Penthouse twice.

 

We have also received an free upgrade to Penthouse twice without bidding on an upgrade.
