I confess I don't understand why you would? Any spending onboard can just be charged to your credit card.

Blond moment here too......or maybe my age is not just a number, but.... Why would someone pre-purchase an OBC?

Some international travelers do it to lock in exchange rate.   I have personally done it twice to take advantage of the Amex promo to spend $500 and get $150/$175 statement credit on already paid  sailings.   The promo doesn't work to pay the onboard account.
