Can anyone tell me if Balcony cabin booked without any packages is then upgraded to Aqua or suite cabin (through winning bid),  would it then  include  the all inclusive package which is part of the  fare on Aqua/Suites?

No, it would not include the "all inclusive" stuff like tips, drinks, etc. You just get to eat in the Blu and get a "better" room. You stay with your original perks. Plus, you don't get the additional points either going from V to AQ.

No. You keep whatever perks you got when booking. You would get Retreat and Luminae access with a suite which may include premium drinks, but nowhere else on the ship. You would still have to pay for wifi and gratuities. Aqua  class gives you Blu and thermal spa access, but no extra perks.

MoveUp to a suite from a cruise only rate only gets you drinks in the Retreat lounge.   Luminae and Sundeck use whatever drink package you have and you have to show your card (at least once).

NO.  It does not.  You only get what you already purchased which in your case is no perks.  You will get the Thermal Suite, wine and water.  Your dining room will be Blu.  No drinks, No tips, No Internet.

Aqua Class is not a Suite.  No Retreat goodies or access.
