We leave in 9 days.  Two days ago got email to live bid on specific type of haven room.  Not the normal bidding process.  Haven is sold out.

can anyone explain this or ever win one?

There are always cancellations and bids allow the cruise line to sail the Haven 100% full on every cruise. 

 

We have cancelled week of cruise twice. And day of cruise once.

So if Ncl is doing this just in case there is a cancellation why are they  saying a specific room

It's likely a category of room, not a specific room. Show us what it looks like if it's still confusing. You can post screenshots here.
