Already in effect on Sapphire. Most ships start August 12. There is a a chart somewhere that shows the date for each ship but I'm too lazy to go find it.

There's list on one of the threads but from what I remember it's rolling out across the fleet and started August 2 and will be complete by mid-September. And, like Thrak, I'm too lazy, you can search!
