We always purchase Tin Leg Gold Travel Insurance. This provides $500,000 Emergency Accident and Emergency Sickness Medical Expense. It's primary coverage so don't have to submit to our insurance company.  This also has $500,000 Emergency Medical Evacuation and Medically Necessary Repatriation. In the US $25,000- 50,000 will not transport you very far. Here's an article where towards the end are stories of alleged actual transports. https://health.costhelper.com/air-ambulances.html

I am researching Cruise Insurance, and the company will only pay up to £25,000 for a medivac from the ship. Is this a realistic price or is it too little.

We paid $112,000 for evacuation via air ambulance. Some bids were as high as $150,000. And be aware that YOU will have to pay the medivac company up front and then file for reimbursement when you get home!!!!

By International Treaty, you will not be billed for emergency medical evacuation from a ship. 960.PDF (imo.org)

Evacuation (or air ambulance) from a land based facility or repatriation is another thing.
