Chairs on the beach

We were in the Turks last month and we got sucked into purchasing two chairs and an umbrella. They walked us what seemed to be half a mile down the beach and the umbrellas didn't help because the sun was too low all day. When we were leaving I noticed some chairs near the dock and may of them were in the shade. Are the chairs in my attached picture free for the day or do they have to be rented somewhere?

The chairs around Margaritaville are free.  Also the ones on the right side of the pier past the shopping and around the Beached Whale.The vendor chairs are different colors but no longer hog the water line.  There are posts on this thread with pictures of what is what.

The free chairs are the exact chairs shown on the placard outside the duty free shop.  The privately owned chairs are moved into the prime locations.
