Vaping in Cozumel

So I was just watching a video on cruising and in it the person mentioned that it is illegal to vape or smoke in public in Cozumel. How strict are they about the vaping? My wife has successfully used vaping to quit smoking. Are they that strict that she should leave it on the ship?

I vaped when I was there and nothing was said. 

 

I heard it was a "Mexico" thing. So, even when we were in Costa Maya, I spoke to the owners along the Malecon where we were going diving about it and they said everyone vapes and smokes everywhere and it's only supposed to be if you are around a restaurant or building. Even they were smoking. 😉
