You are asked not to on those forward facing ones. The slider door doesn't automatically lock, (at least on Regal) but you would be getting the full force of 16 or 17 knots ship speed plus any prevailing winds in your face. Very unpleasant. You're also requested to keep your drapes drawn at night for light reasons.

Generally, yes. 

 

I've been in a number of forward balcony cabins and suites. Never have we been denied access or had doors locked preventing access. The usual bits about light pollution concerns for the bridge always apply, of course.

 

As to whether or not you can actually enjoy it out there while underway is entirely dependent on weather conditions and the ship's heading.

I just got off the Majestic and had one of the corner forward facing balconies. You can use it anytime you want to.

 

Whether you want to will be a different question. If the ship is heading into the wind, you can barely stand up. If the ship has a tail wind,  it will be very calm.

 

At night, the forward balconies are great for looking at the stars.
