Some carriers extend data coverage internationally for free or offer daily international passes. Looking into this rather than trying to find free wifi in a foreign country without a VPN is probably not the best idea.

 

Do make sure to turn airplane mode on when on the ship.

While not specifically what you've asked about...if you have AT&T service (other carriers do this as well) take a look at their International Day Pass.  While it's not going to give you *free* wifi (or service) it will only charge you $100 for the whole day without having to worry about trying to find wifi spots...which *can* be a bit risky in my opinion.  It's not unheard of for unscrupulous vendors/hackers to set up hotspots that can introduce malware into your phone/device.
