Yes…make sure you’re in airplane mode with WiFi on to connect to the free onboard intranet to use the app’s Chat to send messages. However there is no audible notification when receiving a message & only a dot on Chat when receiving a message.

Sort of.  It works only if the other person happens to see the dot.
