Yes with limitations.   Generally in slots after you withdraw money from OBC you will be frozen out from additional withdrawals until you gamble between30-50% of the amount withdrawn.  Varies by ship. 

If table games you can withdraw from cage and they will give you promotional chips.   When you win you will receive standard chips.

 You can also just hand your card to the dealers and request cash at the tables.  I do this at the roulette table all the time and receive regular chips vs the promotional ones.  I do not know if there is a charge to do this or not as I was traveling in a suite and I believe any fee is waived for suite guest.
