This could be because they use the Pavilion for these events, and normally the senior officers party is held in the morning (at least in my experience) - I doubt they want to stop people going in during the morning. The Welcome Aboard party has been discontinued. It its place you receive a glass of sparkling wine at dinner of the first gala evening.
