If we book a gty cabin can we still upgrade and get a cabin assignment before we cruise? Thanks!

You can always upgrade and pay the difference. 

 

If you get assigned you can also ask to move within the same category for no charge.

Absolutely, you can upgrade at almost anytime.  Even after you have board the ship.
