That's a good question!  I found one site on line but I have never tried it out.  If you type CRUISE and WATCH as one word along with the typical .com you'll find something.  

 

You can also look on individual cruise line sites and see if they have this service.  For example,  I did see something on RCCL's website that you can set a "watch" for a cruise and be notified of any price changes.  I have no idea whether this works or not either.

CruisePlum gives you a historical record of the price of a cruise and I believe you can set it for notices, although I have never done so.
