There are some parking garages in converted warehouses that are secure and protected from flooding. Just look up Galveston cruise parking options.

I think every lot I’ve been in has been raised. Ez, lighthouse, falstaff, discount. The only possible problem is getting to them. In November I had to go down a partially flooded street and it caused $400 damage to my car. But the parking lot was raised and dry.
ABQrobin Posted September 3 #7 Share Posted September 3 In Feb we sailed out of Galveston, and it was pouring rain on debark day. We got drenched leaving the ship and getting thru the parking lot to the shuttle. No kidding, luggage soaked, us soaked and shivering, it was horrible. It is hard to stay dry there if its raining.

True, and parking in a garage wouldn't have helped you since tou would still have had to walk to the garage or wait in rain for cab.

Most garages don't guarantee no flooding either. Better check with your insurance if you're covered in a flooded area.
